Yes i have managed to download my games! For me i had to keep continuing the download and eventually it finished! Then as i kept on doing that it never showed the error when downloading. Wait an hour or two in case the Steam servers are having issues. According to my experience, Steam does not ban you if the game is pirated however if the game has a direct connection to steam like launching the steam app or doing something along those lines then Steam will display an error and prevent the game from being launched.
